Washington, D.C. – Crest Hill Advisors LLC today announced that Daniel Cohen, a veteran regulatory attorney with decades of Executive Branch experience across the Departments of Transportation, Energy, and Commerce, has joined the firm as a senior advisor.

“Dan has spent nearly four decades at the center of the federal regulatory process, helping agencies tackle complex policy questions across transportation, energy, technology, and other critical sectors,” said Managing Partner Scott Blake Harris. “He understands not only how regulations are developed, but how to build consensus and move complicated issues through government. That depth of experience will be an invaluable resource for our clients as they navigate an increasingly complex regulatory landscape.”

Most recently, Cohen served as Assistant General Counsel for Regulation and Legislation at the Department of Transportation, where he oversaw the department’s major regulatory actions. He led DOT’s interagency negotiations on the proposed rule governing unmanned aircraft systems, a significant step in the integration of commercial drones into U.S. airspace, and helped shape federal standards for automated vehicles and vehicle fuel efficiency.

Previously, Cohen served as Assistant General Counsel for Legislation, Regulation, and Energy Efficiency at the Department of Energy, overseeing conservation standards for home appliances and commercial equipment. He introduced regulatory negotiation at DOE as a consensus-building tool for rulemaking and served as legal counsel for the Advanced Technology Vehicle Manufacturing Incentive Program.

“Throughout my career, I’ve seen firsthand how thoughtful regulatory policy and effective engagement can help government and industry address difficult challenges,” said Cohen. “I’m excited to join Crest Hill and bring that experience to a team that understands how to help clients navigate Washington, engage constructively with policymakers, and achieve meaningful results.”

Earlier in his career, Cohen served as the first Chief Counsel for Regulation in the General Counsel’s Office at the Department of Commerce, a position created to strengthen the department’s regulatory review process.

In addition to his work at Crest Hill, Cohen is an adjunct professor at American University’s Washington College of Law, where he teaches Administrative Law and the Federal Regulatory Process. He is a member of the Administrative Conference of the United States and previously chaired the American Bar Association’s Section of Administrative Law and Regulatory Practice, which recognized him with its Mary C. Lawton Award for Outstanding Government Service. He has written and spoken extensively on federal agency rulemaking and regulatory procedure.
