A Senior Advisor at Crest Hill, Daniel Cohen is a veteran regulatory attorney with more than 37 years of Executive Branch experience across the Departments of Transportation, Energy, and Commerce.

Most recently, Dan served as Assistant General Counsel for Regulation and Legislation at the Department of Transportation (DOT), where he oversaw the agency’s major regulatory actions. He led DOT’s interagency negotiations on the proposed rule for unmanned aircraft systems operating beyond visual line of sight (BVLOS), a significant milestone in commercial drone integration, and helped shape federal standards for automated vehicles and vehicle fuel efficiency.

Before DOT, Dan served as Assistant General Counsel for Legislation, Regulation, and Energy Efficiency at the Department of Energy (DOE). There, he oversaw the development of energy conservation standards for home appliances and commercial equipment and introduced regulatory negotiation at DOE as a consensus-building tool for rulemaking. He also served as legal counsel for the Advanced Technology Vehicle Manufacturing Incentive Program, negotiating the program’s first three loan agreements, totaling approximately $8 billion.

Earlier in his career, Dan served as the first Chief Counsel for Regulation in the General Counsel’s Office at the Department of Commerce, a position created to strengthen the agency’s regulatory review process.

In addition to his work at Crest Hill, Dan is an adjunct professor at American University’s Washington College of Law, where he teaches Administrative Law and the Federal Regulatory Process. He is a member of the Administrative Conference of the United States and previously chaired the American Bar Association’s Section of Administrative Law and Regulatory Practice, which recognized him with its Mary C. Lawton Award for Outstanding Government Service. He has authored articles on federal agency rulemaking, including Congressional Review of Agency Regulations, and has spoken on rulemaking procedure to audiences across the United States and in Moldova, Morocco, and China.
