A Partner with Crest Hill Advisors, Kyle Victor has over two decades of public policy experience in both government and the private sector. He has been at the epicenter of Washington’s debates on telecommunications and technology policy, leading teams of policy professionals to drive innovative advocacy strategies and achieve key legislative objectives on behalf of both Members of Congress and a major Fortune 500 technology company.

In the House, Kyle served as first Legislative Director and then Chief of Staff and for Congresswoman Doris O. Matsui, a senior Member of the House Energy and Commerce Committee. Matsui is currently the Ranking Member of the Communications and Technology Subcommittee which holds jurisdiction across sectors vital to the innovation economy including technology, telecommunications, spectrum management, space, broadband, media, and artificial intelligence (AI).  

During Kyle’s tenure, Congresswoman Matsui was selected as the co-chair of the influential bipartisan Congressional High-Tech Caucus and also founded the bipartisan Congressional Spectrum Caucus, which Kyle served as the Congresswoman’s lead staffer for, playing a key role leading to the AWS-3 spectrum auction and reallocation of new spectrum for commercial use.

Kyle also oversaw the legislative agenda around sustainability policies for Congresswoman Matsui, given her roles as a member of the Energy and Commerce Subcommittee on Energy and as co-chair of the Sustainability Energy and Environmental Coalition (SEEC). He also worked for Senator Thomas R. Carper of Delaware, former Chairman of the Senate EPW Committee, which has jurisdiction over energy and sustainability policy topics.

Most recently, Kyle served as Global Head of Government Relations for VMware, a leading Palo Alto, California-based software company. While at VMware, Kyle oversaw a global team of 20 seasoned government relations professionals. He developed and executed on government relations strategies that positioned the company as a trusted government partner, which led to new sales opportunities, and developed strategies for thought leadership opportunities in the Washington policy community.

While at VMware, Kyle also served on various internal corporate leadership teams, which included helping the company navigate political and reputational crisis, as well as an AI Council, where Kyle helped form public policy positions that provided input to product development decisions based on current and future regulatory actions.
