Victoria Flood is a partner at Crest Hill Advisors. She brings to the firm deep expertise in legislative affairs and corporate advocacy along with long experience providing strategic policy and political advice. Working on Capitol Hill for more than a decade, Victoria served as a senior policy advisor to Senator Shelley Moore Capito (R-WV) in both the U.S. Senate and House of Representatives, helping shape national policy on telecommunications, technology, energy, transportation, appropriations and other issues.
Victoria was instrumental in securing key legislative victories and building coalitions for the Senator, including the launch of Capito Connect, which delivered $600 million for rural broadband expansion and improved broadband mapping.
During her time working in the Senate, Victoria handled all legislative issues under the jurisdiction of the Senate Committee on Commerce, Science and Transportation, including spectrum policy, broadband deployment, transportation policy, consumer protection, data security, and oversight of the Federal Communications Commission (FCC), Federal Trade Commission (FTC), and the National Telecommunications Information Administration (NTIA).
Following her time on Capitol Hill, Victoria joined Mehlman Consulting, a premier bipartisan government affairs firm. At Mehlman, she advised Fortune 500 companies, trade associations, and non-profits on complex policy and political challenges, developing winning strategies to help clients navigate Congress, the Administration, and federal agencies. Her work included analyzing legislation, crafting advocacy campaigns, and engaging key policymakers to drive meaningful results.
Victoria is a passionate advocate for the success of young women and helped form Senator Capito’s West Virginia Girls Rise Up program to empower girls through education, physical fitness, and self-confidence. She is also on the Advisory Council for GlobalWIN, an esteemed organization to promote women in innovation and technology.
